Job Responsibilities

  • Intake and admission processes to be supervised by a social worker for all cases
  • Each child and young person to have an ICP developed within 3 months of admission with case management reviews of all residents carried out monthly
  • Positive behaviour support strategy is understood and utilised by all programme staff
  • Monitoring of operational and financial records to be carried out every month
  • Timely submission of effective/quality reports/papers at all times as appraised by Supervisor. Verbal or telephone incident reports within 24 hours of occurrence with written or email report following within 5 working days
  • Satisfactory ratings for all programmes and services as per agreed outcomes set by both the Programme Department and MSF
  • Effective and efficient performance of all key functions pertaining to the incumbent’s scope of work at all times

Job Requirements


Strategic development, delegation, coordination, reporting, problem-solving, financial reporting, control and change management


Positive behaviour support, person-centered approach, specifications of different professions, professional issues, professionalism, competency measurements and evaluations, licensing, registration and accreditation schemes, a broad view and understanding of social work, psychology and social service jobs, and training/outcome evaluation tools


Staff supervision and mentoring, Multi-tasking, prioritization, promptness of action, Fostering, modelling, negotiation, and conflict resolution, Benchmarking and best practices

Preferred Candidate Attributes

  • Masters in Social Work, Counselling or Psychology with accreditation and professional affiliation
  • Prior working experience of at least 5 years with evidence of successful outcomes in a management position
  • Knowledge of regulations and legislation governing residential care for children and young persons
  • Experience in change management and strategic planning
  • Strong interpersonal and communication skills with a passion for working with children and youth
  • Possess excellent analytical and problem solving skills
  • Only Singaporean need apply

Working Hours

  • 8.30 am - 5.30 pm, Monday - Friday
  • Flexibility in work arrangement is expected
