In 1935, Brigadier Herbert Lord established The Salvation Army in Singapore. The first headquarters and hall were an old chinese house in Killiney Road. The Salvation Army worked with organizations such as the Rotary Club and the Singapore After Care Association in relief and rehabilitation work.

| In 1937, a home for women was opened on Paterson Road that took in victimized women, the destitute, lost, penniless and those forced into prostitution. A school was set up to teach English and skills like tailoring. This developed into the Women's Industrial Home which later moved to a large home in River Valley Road. |
| With progress and expansion the Army's headquarters needed upgrading and moved to a new address at a quaint old chinese house in Tank Road (later renamed Clemenceau Avenue) in January 1938. |
| After 50 years in Clemenceau Avenue, growing services necessitated a move. After a brief period in Changi, the headquarters was eventually relocated to its current purpose-built premises at 20 Bishan Street 22. |
