The Salvation Army is structured in a military pattern with leadership vested in the General. While the chain of command extends from the General, through the chief of staff, into overseas departments, actual administration is vested in the territories and their individual community units.
The Singapore, Malaysia and Myanmar Territory's highest-ranking officer known as the Territorial Commander (TC) and his second in command the Chief Secretary (CS) are both appointed by International Headquarters in London.
